no yes you can get deoxys.first you got to beat the league.then go to the space center in mossdeep.talk to the scientist faceing outside the window.talk to him he'll tell you the spaceship launch was succesful.then he will ask if you would like to go to space say yes.you got to go to the back of the building you should be able to go to space. on the a way you'll meet deoxys(and maby jirachi!).it will be at level 75.
