Can you get Lugia for a starter Pokemon in Pokemon firered?

follow my steps carefully or it won't work!!!! it's sort of long, but it works!!!!!

1. select bulbusar as your beginner
2. then beat your rival
3. then go outside
4. go left to the flowers and there is a girl in pink, talk to her
5. she should say "I'm raising Pokemon too. When they get strong, they can protect me"
6. then go to the water
7. look you should see a fat guy, talk to him
8. he should say "technology is incredible! You can now store and recall items and Pokemon as data via PC
9. then go back in the lab
10. then up by professor oak talk to his computer
11. then talk to the girl in green by the door in the lab
12. she should say "PROF. OAK may not look like much, but he's the authority on Pokemon
13. Then SHUT IT off and turn it back on
14. when the game is turned back on and it says continue - new game - options wait 30 secs. or longer
15. then press "B" so you are at the screen with charizard wait 30 secs. or longer
16. then press "start" and "new game"
17. then when you pick your beginner it should be Lugia where balbusar was
