As far as i know you cannot. Without action replay or events or trade the only legendary Pokemon you can catch are Dialga, Giritina, Heatran, Azelf, Uxie, Mesprit, Rotom, Cresselia, Phione, and Manaphy
Although it would be pretty cool to be able to catch mew it isn't possible.
