Yes, you could when they (Nintendo of America) were giving out events however they are no longer giving out events for any of the Pokémon games on the Gameboy Advance so now the only way for you to get any events for any of the Pokémon games on Gameboy Advance (such as Ruby, Sapphire, FireRed, LeafGreen or Emerald) would be to use a cheating device such as a GameShark.
Pokemon/Nintendo events are no longer being held for the GBA Pokemon games (Leafgreen/Firered,Emerald). The only way to get the tickets is with a gameshark

Pokemon Emerald was only released as a GBA cartridge, the DSi XL has no GBA slot so you can't play it.
Pokemon Platinum is for the Nintendo DS, you cannot get it for the GBA.
