You can only get a two story house on the sims PC. To do it on the PC just click on the level up button and put the house walls on top of the previous walls. Sorry if you don't have the PC game.

If you dont have a PC game I recommend you get one there very cheap and there aren't any add ons for the others.

∙ 13y agoThe answer is no you cannot this feature is only available for computer versions of sims 2 and you cannot do it for the ps2 version unfortunately good question by the way.
