yes but like all shiny Pokemon you have to search for it. you have about a 1/6500 chance of a magikarp or gyarados you find being butif you were asking if you can find one like you did in the metal games no you can't
go to a place were there are normal gyrados and look for ages
Any Pokemon can be a shiney Pokemon ( i have a shiney unown , and i know others with red gyrados etc!) , so just keep your eye out!
Actually there is no red Gyrados. I mean there is, but a red Gyrados is a shiny Gyrados.
Gyrados's shiny color is red to get a red gyrados is very hard it takes 8000 chances or so to see it keep finding gyrados until its red.
You can find it as a rare Shiny pokemon. However, this only has a 1 in 8096 chance of happening. Hope you have a lot of luck.
