Yes in the windmill place east of the town there are ponytas that you can catch and learn flame wheel at lvl 15

Before you beat the elite 4 and get the national dex, there are only 2 fire type pokemon; chimchar and ponyta. But after you get the national dex, you can go to stark mountain and fine some good fire pokemon. also you can catch houndoom at lake valor lakefront
