Yes. Having an arrest record, even a felony, does not prevent you from getting a passport.

However, arrests and convictions can make it difficult to get visas to certain countries.

You cannot get a passport if you have outstanding warrants, are considered a flight risk because of a pending trial, or if the State Dept has reviewed your individual case and thinks you may cause trouble abroad.
