All hunters of any race can obtain a pet at level 10. You'll receive a quest from your hunter trainer and after you complete the chain you receive the ability to tame beasts to become your pet. You can also get companions which are available to all classes. Most companions do not fight and are just for show.

Each has their own strengths. The Blood Elf Hunter can use his racial ability to gain a little more mana to continue fighting a little longer. The Orc however has a racial passive bonus to pet skills, the bonus makes the pet hit 5% harder. That along with the racial active bonus makes the orc the better race for hunters.
Hunters can not use shields. The best offense is to use the pet as a diversion, then attack. The pet holds the agro while the hunter kills.

You simply re-summon it. If you are talking about a hunter pet that dies in battle, then you have to use the hunter spell "Revivie Pet".
