OK,first you must go to the bulletin board and find a mission you want to do,hit the A button,then go to job list and the mission should be there,hit A and select Take Job,then go to the pathway leading to the dungeons and you should see a Mail letter by the dungeon's name,that means that you can go to that dungeon and complete your mission there! sometimes you will find a kelcon shop in dungeons and if you see a tiny box on it it might be a link cable or you can get them as a reward on the job buliten board
After you beat Drowzee the first time in PMD2, you have to do at least three bulletin board missions. Hope I helped.
The wonder mail is where you enter the code of a job that you don't have or want. If you don't know what the code is, just check on of the jobs from the job bulletin board. They all have a code.
I think its a menu icon after you learn about the job bulletin board updates. then you click receive wonder mail and then after that click password.
