They can only get skill capes in non-member skills.

Yes, you have to be a member to obtain ANY skill capes in Runescape. Skill capes were intended to be made for recognizing members who reached level 99 in a skill, not really for non-members. Although, a common trick to obtain the skill cape while not cracking your budget, is to get a 1 month subscription to runescape, buy the skill cape, equip it to your character, and never take it off again. If you take it off, you can't put it back on once your membership is depleted. Although, this was a relatively old trick and I do not know if this still works.

No. A skill cape is only for members - even in the case of skills available for non-members.

No a non-member cannot wear a ring of stone or any other member item, when you take a member item from a Member server to a Free To Play server, the name of the item changes to "Member's Item" (regardless of which item it is) and it cannot be used. If you have Member's Items equipped when you transfer to a Free To Play World these items will show, but they will provide no combat stats. The only way to use something that resembles member's items is to get Corrupt Dragon items. They are identical to dragon equipment only members can use, with the exception of not being able to perform special attacks. Unfortunately, most of them cost a few million and it disappears in thirty minutes.
Can you get a firemaking cape on a non members world?
