Answer: nope.but most stuff are just scams.if you ask me i would just pay a friend to level you up.
Answer: Buying things like "runescape gold" for real-world money is against the rule, and - if you are caught - you might get banned. Although I am not sure whether this ban would te temporary or permanent.

∙ 13y agoYes, being caught buying characters, gold or items for real-world money by Blizzard will get your account banned. While the chance may seem low, the more often you do, the more noticeable you become. So even if it seemed to go right, this does not mean you're safe - also because Blizzard tends to wait a few months and suddenly ban thousands of accounts.
