Cholera is a water born bacterial infection - therefore it is POSSIBLE to get it from contaminated tap water. However, in most countries utility tap water is treated to remove/kill off any harmful organisms and is safe to drink.

If however in your country the government advises against drinking tap water, this implies that the tap water is not effectively treated and may contain harmful organisms including cholera. In these cases tap water should be boiled before drinking it.
