Actually, the answer is yes, but the answer is also no.
If you want to have every Pokemon with you, as in your PC at the Pokemon Center and in your pocket where you can hold 6 Pokemon, then the answer can be either both yes and no depending on how you do it.
If you catch 2 of every Pokemon (Example: You catch 2 Bidoofs) and then trade one of those [Bidoofs] for any other Pokemon with a friend then you will be able to obtain every Pokemon, although it will take a long time.

If you just want every Pokemon at least seen in your Pokedex, then trading will also be essential. It will also be much quicker.
Note:Seeing/having every Pokemon takes a very long time.
