I don't think so. The easiest way to get a Feebas on Diamond/Pearl is if you have Ruby/Saphire/Emerald find it on there and then use Pal Park to get it to Diamond/Pearl

Yes, you can. If you get the code Pokemon modifier, and get feebas, activate the code, and turn on the game, it should work. the only problem is that if you use the modifier, you have to go into the grass, and it'll look really stupid and hacked if your feebas' summary says, met at level 10 "whatever you caught it at", route 202. when everyone knows that they're only at mt coronet, so use at your own risk...
