With Federal Financial aid, you will need to have a social security number, and if your student is a male, you need to register for selective service in order to apply using the FAFSA, or Free Application for Federal Student Aid. If you are applying to a private university, they may have some sort of need-based or merit-based private scholarships available, but you won't be able to qualify for any of the federally funded programs like Pell Grants or Perkins loans. A good person to talk to about this is the financial aid office at the university you have applied to. Many colleges also require a social security number on the application. These days, you will also have to provide proof of U.S. citizenship.
