It's not that you need a modded controller, you actually need a modded or JTAG'ed XBOX. You'll also need some cable to connect your 360 to your PC so you can mod it from there. If you want to just download some smexy mods, you still need a JTAG'ed XBOX. Most good mods are simply too intense for a regular XBOX and downloading mods to it can easily make it crash.
