I currently am enrolled in a Michigan based college that supports transfers to most major private and public institutions (carry a 3.7) and briefly considered OSU when I first entered junior college (I am not any more, unless it's as a back up plan).
I did some reading up on them and their policy was anybody is "welcome" to apply, however transfer students with below a 3.0 SHOULD NOT apply to their school. I thin they said 3.5 is ideal and almost assures you of admission (depending on the level of classes you're taking that is).
Now, don't take this as law. Everywhere is different and I'm not a guru on it.
I know a pretty well know private school (NYU) looks at what you can do in relation to your field (like if you're in movies, they may not pay attention to your grades) and have a friend who was admitted to University of Michigan in the 1960's with a C average because he scored near perfect on multiple AP mathmatics exams.
USC? They have ONE math requirement, but after that? You're free to apply to their school and they take it on a case by case basis.
So, there are exceptions and you may want to contact OSU with your unique story.
But, for the most part, unless you want to go to OSU as an athlete or "exceptionally" gifted student or something (basically not JUST on grades), a general rule I've seen in a couple places is that most major state-based schools don't take students who have under a 3.0. HSGPA and even then...you're at the bottom of the admissions list.
