You can visit each college's website to view their eligibility requirements, but eligibility and acceptance are not the same. Each college reports their minimum requirements to be considered for acceptance, and then accepts the best of the eligible applicants.
I'm not going to lie, a 3.5 is low. Is it unweighted? Depending on your SAT scores (hopefully they are high- above 1950) and the difficulty of your course load vs. what your high school offered, AND your extra-curricular, leadership, and community service experience, it is POSSIBLE.
Also a factor is which major/school you are applying to and the quality of your personal statement.
Remember to present the best version of yourself on your application... but I would consider USC an unlikely stretch for you. I would consider applying to at least 2 UC's and a CSU and perhaps looking into private schools in the area or the transfer route from California's Community College System.
