okay you have to get all of the Pokemon onto your browser before you can even START looking for lugia. and you also have to complete murph's ranger competition misssion before getting even close to lugia.all i know about it is afte you beat the game , get all the Pokemon on your browser,and do the other mission from murph, he'll give you another mission and it will be about going to lugia on the ship that he drives then when you beat lugia you will get the gaurdian sigh wich will allow you to re battle lugia in the place it was at ok peace out for now!

If you can trade with your friend, even temporarily, then you can access the amazing Pokemon Rayquaza.If you don't have wi-fi connection then getting the opposite game can help you fill your pokedex as there are some exclusive Pokemon in each game (Vulpix to SoulSilver, Growlithe to HeartGold etc.).It also depends on weather you like Lugia or Ho-oh better and if you are planning on training them. If you are then get the game with the corresponding Pokemon on the cover as you catch them earlier and get to train with them for longer. It is easier to catch the cover star of the game in the corresponding game.If you just want to get the strongest legendary then get the game with the opposite cover star as you can catch the Pokemon you want at a higher level.e.g. If you want the strongest wild Lugia then get HeartGold. What level is Lugia when you find him in SoulSilver?
The Whirl Islands, but you need to help all 5 Kimono Girls. You will go back to Etrueak City and go into the dance studio. You will beat all five Kimono Girls and they will give you a silver wing. Then go to the closest Whirl Island to Olivine and then go down through to the bottom and they will be waiting for you with Lugia in your sight. To even be able to come across lugia, you will need a silver wing. (A Silver wing is obtained once you defeat team rocket in goldenrod city.) Once you have the silver wing head to the whirl islands(you will need hm06 whirlpool (given to you by lance after beating team rocket in Goldenrod City). Look on your map to see where whirl islands are, unfortunately the path to lugia is quite long once your in the whirl island caves. But my advice would be to look up the maps on a Pokemon helper/guide/info website. I recommend not using your masterball on this Pokemon, just save beforehand so it wont matter if you kill it, or it kills you. (Save your masterball for the legendaries that apear in the grass).
How can you rebattle Lugia without a cheat even if you did catch him on soulsilver?
you'll have to transfer your Pokemon to a diffrent version and start all over again and go to ollivine city and go to whirlpool island you'll also have to get the silver wing and go to the end of whirlpool island and talk to some dumb bald guy and talk to him then he will let you past him then go into the cave thing and you'll see the Chinese girls and go to lugia and press a if you have a ds and you'll battle lugia at level 45

The one you battled before Kanto, The Elite Four of SoulSilver and HeartGold are shared between Kanto and Johto even though it is located in Kanto. But once you beat Red the Elite Fours teams are updated so technically those are the elite four.
