Depends on your age. If you are 16-17 you need consent of your parents or legal guardian.
If you are pregnant and under 18 you can apply to a district court judge for permission to marry without parental consent. Under 16 years old, you must get approval to marry from the District Court. And if your parents or guardians are not residents of Kentucky you as a minor can not get married.
In Kentucky you have to be at least 18 to get married without permission. With parental permission you can get married at 16 or 17. Under 16 is not currently allowed.
