You can't. You can only get Mewtwo. The only way to get Mew is to trade it from a Hoenn Region game, or another Pokemon game for the GBA that has Mew. Otherwise, you can't get Mew. Mewtwo is really good two. Train it well, and you'll have a larger and stronger version of Mew.
Mew can't be found in firered.

It is not technically possible to catch Mew in the FireRed/LeafGreen games. You can trade Mew from another game, but it doesn't appear in the wild or in the Islands.

As a matter of fact you can. In order to get Mew you must do the following. Go to Nugget bridge. Once there, go towards Bill's house. There is a trainer there with a Slowpoke. He is above the girl who talks about her boyfriend. Her boyfriend is near the tree where you can use Cut. However, you don't need to do that. Instead, after you verse the girl, let her boyfriend catch you below the girl. After you beat him, go around him and go up. You can grab the item which is Seismic Toss. Make sure that you skip the boy above the girl. What you do is, go to Lavender Town. Go left and go all the way towards the end of the route. You will see a Gambler. First, save. This does take some time. After that, as soon as he sees you, immediately press Start and fly to Cerulean City. Then, go battle the boy with the Slowpoke. Afterwards, go back to Lavender Town and go left. You will immediately go into a battle. And lo and behold, there's Mew! It's only Level 7 so you better have the Master Ball. Because, if you don't catch it, you will have to reset the game and start over. So, make sure that you catch it. Train it well and just remember that Mew can learn practically anything. So, make sure that you teach it good moves.
