Only free basic members can release moshlings because they can only have two moshlings in their house. When a basic member attracts a new moshling, they have to let one go. Paid Moshi Members can have unlimited moshlings in their Moshling Zoo, so no, they can not release any moshlings.
Is it possible to steal other peoples moshlings on moshi monsters?
No it is not possible to steal or even give away Moshlings. Once Moshlings are in your Moshling Zoo, they stay there. Note for free Basic members: You may only have two moshlings in your room. When you attract a third moshling, you will be asked to choose which one to let go.

You can go to the Moshling Zoo to read about the moshlings, see which moshlings you have and which ones you still need to collect, and to put different moshlings into your house. The Moshling Zoo is only available to paid Moshi Members.
