Only free basic members can release moshlings because they can only have two moshlings in their house. When a basic member attracts a new moshling, they have to let one go. Paid Moshi Members can have unlimited moshlings in their Moshling Zoo, so no, they can not release any moshlings.
Is it possible to steal other peoples moshlings on moshi monsters?
No it is not possible to steal or even give away Moshlings. Once Moshlings are in your Moshling Zoo, they stay there. Note for free Basic members: You may only have two moshlings in your room. When you attract a third moshling, you will be asked to choose which one to let go.
