The only way to get Oak's Letter is through Nintendo or via a cheating device. Sadly Oak's Letter is an event letter that allows you to gain access to where Shaymin is at. Nintendo hasn't given the item out yet but whenever they do, you'll be able to download it from them and then a guy in a green hat will be available in any PokéMart in order for you to get the item.
