Yes you can. You don't have to restart the island though.

To get back to the blimp, go right from where the queen is. You'll be in the tunnels. You'll see cobwebs but don't go in them. Instead go up. Then at the end you have to goright, which says exit, or left, which says go left. You go left. Then you're in the house at the construction zone. Go up and then come down to get out of it. Go left all the way to Main Street. You're at the blimp!
