You can't on Sims 3 but if you download Sims 3 Ambitions you can. You talk to the man/woman you want a kid with and when your their partner if you keep going on romantic and press hot smooch and stuff eventually try for a baby will come up. But, if you dont have a cot make sure you get one (you go in your house and on the left hand side should be a chair press that) or instead you can adopt a child.
