First, it depends if you are breeding a Pokemon or getting it from another person.
I'd rather breed them myself if I want eggs.
You can use an Action Replay for cheats...
Sort of... if you leave two pokemon of the opposite gender in the pokemon daycare and they are in the same egg group, there is a chance that you will recieve an egg from the old man in front of the day care.
Sometimes, you'll need eggs to complete the pokedex.
Yes, you can. After you reach Nimbasa City, you can put two Pokemon in a day care. If you put two Pokemon of different genders in a day care that are in the same egg group, they may produce an egg. If you want to breed two members of the same species, that's the safest bet to get an egg. However, if you want to get into the more complex aspects of breeding, or only have one of the same species, there are egg groups.
------------------------------------------------------------------------------------
The different egg groups are:
Monster
Water 1
Bug
Flying
Field
Fairy
Grass
Dragon
Water 2
Amorphous
Mineral
Water 3
Human-like
And two special groups:
Ditto, which is solely composed of Ditto, and can breed with any egg group except the No Egg Group,
and Undiscovered/No egg group, which can't breed at all.
----------------------------------------------------------------------------------------------------
How to tell how fast you'll get an egg:
If they are the same species with different ID numbers, 70% chance to get an egg each 256 steps, and the Day Care Man says: "The two seem to get along very well!"
If they are the same species with the same ID numbers, or different species with different ID numbers, there is a 50% chance to get an egg each 256 steps, and the Day Care Man says: "The two seem to get along."
If they are different species with the same ID numbers, there is a 20% chance to get an egg each 256 steps, and the Day Care Man says: "The two don't seem to like each other".
If they have different egg groups, there is a 0% chance to get an egg, and the Day Care Man says: "The two prefer to play with other Pokemon than with each other".
---------------------------------------------------------------------------------------------
Incense Pokemon
Some Pokemon can only breed baby Pokemon if they are holding a certain incense. These Pokemon are:
Marill/Azumarill - Sea Incense - Azurill
Wobbuffet - Lax Incense - Wynaut
Roselia/Roserade - Rose Incense - Budew
Chimecho - Pure Incense - Chingling
Sudowoodo - Rock Incense - Bonsly
Mr. Mime - Odd Incense - Mime Jr.
Chansey/Blissey - Luck Incense - Happiny
Snorlax - Full Incense - Munchlax
Mantine - Wave Incense - Mantyke
----------------------------------------------------------------------------------------------
That's everything I know about how to breed. There are other logistics if you're planning to breed IVs, natures, and Dream World Abilities, but I'll leave those out for now, because this question is about how to get an egg, not everything about breeding. xD Hope this helps!

One reason that Latios is blocked from Pokémon Black's Random Matchup is because it's holding a Soul Dew which is a forbidden item in Random Matchups.
