Im not sure if this is the case for all console versions of black ops, but when you first turn on the game you will see a system message asking you if you would like to see the more vile content of black ops. Im not sure if this eliminates the swearing, but it might. I personally gave the green light for the vile stuff so i dont really know for sure. But if the vile content filter doesn't get rid of it then I dont think it can be turned off.

If you are talking about other players emblems on the online multiplayer, then no. The really thing you can do to at least try to get rid of them is to view there game card on black ops (sorry i havent played in a while) and report them for their emblem. I hope this helped! ~Q6F14~
