The easiest way to get a neighbour to move away in Animal Crossing is to have a friend come to your town and talk to them a lot. This increases the chances of them moving away. You can also try fast-forwarding the date by a year or so. However, other neighbours might move during this period, and the neighbour might not move at all. You can never make a neighbour move immedietly.

All in all, there is no sure-fire way to get someone to move... Other than when they're offering to move, you can choose the option that means you don't care if they move.
Another way is a cheating/TTing way. You bump forward one day talk to a villager 15 times(to get a basis on to see if anyone is moving out) and if no one is keep doing it! If someone you don't want to move is moving then go talk to them! This is also a way to get dream villagers by waiting for them to move on.

It isn't possible to move your character from animal crossing wild world to animal crossing city folk. The only type of connection between ds' and wiis is that you can download your town to a ds and then un-download it to another city folk game to visit another friends town. You cannot connect the ds game to the wii game whatsoever.
