I was in a point in the game where Blathers was down in the dumps. However, he perks up after a few days of talking to him. In my game, he was down in the dumps because he was trying to get rid of his fear of bugs. After coming back for about 5 days consecutively, he'll perk up again.

Alternatively, you can try disguising your 'do with hats or a Mii mask, however villagers still seem to notice your bad hair day regardless of what you're wearing over or on top of your avatar's head.

Well, you can see him and talk to him when he delivers important mail to you. But if you mean catch him as in shoot him down, then you need a slingshot (sorry, I don't know weather it has to be golden or not), see him flying in the sky, then shoot him with the slingshot. Hope this helps =]
