No. The things you buy in the Grand Exchange are things that other players sell. You can buy the items cheap - but not for free - if some player decides to sell them cheap, but usually you can't count on this.

Recently Jagex returned free trade (and wilderness) but the grand exchange is still available to all players but they removed the limits in the grand exchange.

A good place to go if you're looking to sell stuff without being bothered my Mods, is the Grand Exchange. It's located in the northwestern corner of Varrock and it pays lots of gold for items that shops wouldn't pay much for. ex. I valued "wine of Zammorak" at the Varrock shop and it valued at 1 gold piece. I sold it at the grand exchange for about 1 1/2 K gold pieces.

You can sell items at general shops or their specific shops (for selling to shopkeepers only). If you want to sell them to players, you can use the Grand Exchange! And also Grand Exchange (at Varrock) will find for you the best price you want and sell the item off though you might have to wait for a few days.
