Only possible in the Japanese version of Crystal, and maybe the japanese version of Gold/Silver. Kurt gives it to you after some kind of event, and when it is put on the shrine in the Ilex Forest, celebi appears. It is common belief that it is INSIDE the pokeball, but in Crystal, celebi actually floats down from the sky to battle you and doesn't come from the GS ball.
A GS Ball is a special event item from the Second Generation games, used to unlock Celebi. GS can also stand for Gold and Silver, the games in which the GS Ball existed.

You have to catch every single Pokemon except Celebi (of course) then you get the GS Ball from Kurt in Azelea Town. To catch every single Pokemon, you HAVE to trade from other Pokemon games, it's pretty difficult to get all of them.
