Your account is still present with Blizzard, and when you re-activate you can do so with the same username and password you used to have, and thus all of your characters will still be there in the state they were in when you cancelled.
Of course if you were playing on a Private Server, this may not be the case, as administrators may purge user accounts periodically when they are not active.

∙ 13y agoIf you deleted you client off of your computer, you will have to reinstall it. Either use the CD/DVD to reinstall or download the installer from the official site listed in the related links below.
If you merely stopped paying, then all you have to do is start paying again, all your characters and gold should still be there.
