Sure. Have owner "order" title to local financing branch. Meet owner at bank, exchange funds and get title. Or, pay the owner amount over the payoff and pay bank or finance company the pay off. Get a power of attorney signed by the owner which will give you permission to sign their name on title. Most reputable car dealers can give additional info on title laws in your state
the bank has tofile papers with dmv to see if it was done wrong and if so the dmv will void the original title and issue the bank another title with there name as lien holder then sell the car

I've been in a similar situation, and the PA State Police stopped by the notary who was supposed to be doing the title work for the dealer and found HUNDREDS of title applications unprocessed.
