Not a good idea if you expect it to hold any pressure. This is very slippery material (i hate to work with it) and hard to glue properly at all.
CPVC glue is specifcially formulated to glue CPVC pipe and needs a primer.
I don't understand why you'd want to do that . CPVC glue is expensive, PVC glue is cheap and glues PVC pipe better.

Probably not. If you don't use primer, you can scuff the PVC with sandpaper. The primer gets rid of the surface sheen on the PVC and softens the surface just a little bit. A light sanding will do about as much.

PVC Pipe do not require any preventive-coating like primer or black-japan etc. In fact any coating must be cleaned from the joints before joining the pipes. PVC pipes (PVC or uPVC or cPVC or PPR) are self protective.
