Probably not. If you don't use primer, you can scuff the PVC with sandpaper. The primer gets rid of the surface sheen on the PVC and softens the surface just a little bit. A light sanding will do about as much.

first of rubber cement is a type of glue you can buy almost any where and well rubber cement thinner is like glue remover it makes it so you can pull apart what you glued and its good clean up for a mess you make with it.
Use teflon tape with a little pipe dope. If you don't ever have to take apart again then you can use glue which you are calling cement

It is possible, but it may not last very long. Some thin-set mortars are unmodified (no polymers added) and will stick to only similar cement-based products or to tile itself - so these likely will not adhere well at all. Some modified thinsets will stick to vinyl cutback adhesive, so check the label. In any case, if you apply a bonding primer to the vinyl backing first, then modified thinset should adhere to the primer- but not without problems.You see, the vinyl backing is likely made up of layers of paper and/or other materials. The weight of tile on a wall could separate the layers and cause the tile to fall off. On a floor, the vinyl backing has too much 'give' and could cause the tiles to crack and grout to break apart and fall out.Best practice is to install cement board or other tile backerboard on top of the vinyl backing, and then install tile to the backer.
The only way would be to spend time and put tape over all the buttons,jacks,triggers,d pads, and anologs then paint it (use primer to keep the paint from scratching/rubbing off) then when its dry take the tape off
