It is possible, but it may not last very long. Some thin-set mortars are unmodified (no polymers added) and will stick to only similar cement-based products or to tile itself - so these likely will not adhere well at all. Some modified thinsets will stick to vinyl cutback adhesive, so check the label. In any case, if you apply a bonding primer to the vinyl backing first, then modified thinset should adhere to the primer- but not without problems.

You see, the vinyl backing is likely made up of layers of paper and/or other materials. The weight of tile on a wall could separate the layers and cause the tile to fall off. On a floor, the vinyl backing has too much 'give' and could cause the tiles to crack and grout to break apart and fall out.


Best practice is to install cement board or other tile backerboard on top of the vinyl backing, and then install tile to the backer.
