Can you half things in 3DS max?

By halving, do you mean cut things in half or make them half the size? If you mean cut and remove parts or simply slice them ad the half-way point, then you can use a 'slice' modifier to either remove the top or bottom parts or simply split the polygons in the middle. If you want to modify where the cut is made, you can select the 'slice' modifier gizmo and move or rotate it to wherever you want the cut made. If you want to work on the new piece alone, you will have to convert the entire object to an editable mesh or poly and select the individual polygons.
