No. Once you delete a character, it is gone. You can no longer play it when deleted. Should you wish to still play it, then you would need to ask a GM to restore it, and they will if they can. You only get a limited number of restores though. Restores also take a few minutes, but they can only go back a period of time dependent on their level. A level 1 character is only available for a few days, while a max level character can be restored a few months down the line.
