I have looked into this and have found no boating laws stating that you can not drink or be in possesion of Alcoholic Beverages. Only that you may not operate a boat and or motorized water craft with a bac level of .08 or higher.
If you are of legal age, you make drink beer on a boat in California if you are not operating the vehicle.
