What do you mean by "advertise?" Are you asking if he can rent out a condemned building? The answer is probably NO. If the building is being repaired he can advertise but he cannot rent out the building or space until the building meets code.

I'm no lawyer but my understanding is that once a building is condemned, nobody may live there, so yes.There may be laws that govern who may live there once the building is repaired - previous tenants may have some priority.
