There are various gangs in GTA IV, but Niko does not belong to any of them. For example:

Eastern European, like the Russians around Hove Beach, and Albanian gangs.

Italian-American, like the Pegorini, Ancelotti, gangs.

African-American, as can be seen in places like North Holland.

Irish-American - the McReary family.

Motorcycle Gangs like the Angels of Death and The Lost.

Asian - like the Korean gang in Alderney, and the Chinese Triads.

Latino gangs as can be seen in places like Bohan.

Afro-Caribbean gangs, as can be seen in places like Schottler.
