I figured out a way to get unlimited pets, although it is time consuming and you can't customize the dogs/cats. It combines a bunch of cheats in order to achieve them. You could get dogs/cats you like by deleting all the pets in the neighborhood and giving families the ones you designed. I'm not that patient.
Pick the family you want, and enter the house. Then bring up the cheat menu by pressing ctrl+shift+c at the same time. When the box appears on the top of the screen, type in (don't type in the quotation marks, type it exactly as you see it here) "boolprop testingcheatsenabled true" . Then take your person outside or in an area where a tombstone won't get in your Sims way. Shift+Left click on your sim. A menu should come up and you should see "Spawn" towards the left of your Sim's head. Click on that, and towards the bottom, you should see "Tombstone of L and D" Click on that. You should have a tombstone pop up by you (If its in your way, go to Objects menu and it can be moved). Every time a pet that doesn't belong to your family shows up at your house, pause the game so the rascal can't get away, click on the tombstone. It will bring up a menu, and you should see "Add to Family" towards the right of the Sim's head. Then click that, and then click on the pets name, and there you have a new pet!
To make it faster, I also enabled a Tombstone of L and D at the dog park, and hit Fast Forward until pets showed up. One note: You do not have to do the "boolprop" part every time, it remains activated until you either type "boolprop testingcheatsenabled false" or you turn off the game.
