Yes, but your 95 headlights will not fit. You will need headlights from a 97,98, or 99.
Yes it can, but you will need to get the head lights along with the bumper to do this conversion. I did it my self except I did a 1997 to a 1995. Works just fine, just remember you'll need the head lights from the 95' too.
To install the front bumper on a 1997 Ford Escort, first, ensure the vehicle is parked on a flat surface and secure it with wheel chocks. Remove any existing hardware, such as bolts and clips, that secure the old bumper. Align the new bumper with the mounting points on the vehicle, then attach it using the appropriate bolts and clips. Finally, check that the bumper is securely fastened and make any necessary adjustments.
Unscrew it.
behind the front bumper
YES.
The bumper is connected to the main body of vehicle with 4 bolts and square nuts (2 on each side left and right). These bolts are right in front of the front wheels. Unscrew these bolts and then remove the indicator wiring then the bumper will come with the side trims and the plastice fendor under it. Then it is pretty obvious to do the rest.

Behind the front bumper
First remove the bumper cover. You need to take off the front grill to get at the plastic retainers that hold the top of the buimber on. There are about four retainers on the bootom of the bumper.
Yes you just need to change the headlights and bumper lights along with the bumper
well i had to pull my front bumper off to put the headlights on. I have a 1997 prelude so i don't know what year you have but i would guess the front bumper will have to come off.
