Yes in the '79 to '85 toronado's. You will need an olds 350 engine such as the ones put in the '79 toronado's.
An olds 350 engine such as one that they put in the 1979 toronados. Don't think you could put a Chevy 350 in without major mods.
The Rocket 350 oldsmobile engines will bolt in as well as the Rocket 455 olds.

Yes you can upgrade to a 350 but only if it is an Oldsmobile 350 and you will need to use small block olds toronado intake from a 307 so you will have hood clearance-you may need to enlarge ports in intake to match 350 head ports but probably not much. You can use your 307 heads on the 350 but I would put bigger valves in those heads before I used them with a 350 and porting would not hurt if you want much performance. The Olds 350 will have a lot more power stock than the 307
When replaceing the toronado engine, The intake and carb must come from a toronado or Riviera because it is lower. The 78 came with a 403. A 307 or 455 Olds engine will work also as long as you put the low profile intake on
change the (pvc) valve
This depends 100% on what engine it is.
pull the fuse
No, it is obd 1.No, it is obd 1.
The SuperChip i installed in my 1990 oldsmobile toronado trofeo gave it 25hp more according to the dyno.
