Once any piercing is *seasoned (*over a year old ), so long as the jewellery is appropriate for the piercing in gauge and length or diameter the piercing will not stretch unless you change it to a larger gauge. So will you have this big gaping hole in your lip? Well no, if you stay with the jewellery you are sized to it should stay the same size during the *life of the piercing (* this is for however long you choose to keep the piercing ).
"Weak"? If anything, I guess you could say it would get "stronger" -- as in, there would be a build-up of internal and external scar tissue. Re-piercing through scar tissue is not safe or smart, and would likely be increasingly painful as you keep re-piercing it. Your body is not a pincushion. You need to take care of it!

Yes there are veins in the face, actually the face and head are almost covered by veins, that's why head injuries bleed so badly.
