Yes, you can level up with using Rare Candies as well as Exp. Shares but with Exp. Shares, you need a Pokémon battling regardless of whether it's the Pokémon holding the Exp. Share or not.

All you have to do is just put a pokemon (preferrably a level 100, or at least your highest leveled pokemon) in the front of your party, and give the pokemon you want to train up the exp. share. Then it will get a share of the exp. points. The reason you would want a level 100 in front is because then the pokemon holding the experience share will get 100% of the exp.
Your training for the E4? I would say Victory Road. Train to about level 47 there. Use exp. shares for Pokemon weak to rock types, like flying or fire. The champion has a level 50 Pokemon, and that's their strongest.

each step you take (whilst your Pokemon is in daycare) means 1 exp. so 1 step is 1 exp. so if your Pokemon needs 4471 exp to level up then 4471 steps would get you the level.
