You can catch Kyogre when Team Aqua try to awaken him. All you need is either a Master Ball or try to weaken him then catch him with an Ultra Ball.
After that you can catch Raquaayza at sky tower at level 40. You will need to weaken him [thunder and ice beam work best] and catch him with an Ultra Ball, unless you have a Master Ball. If you use the Ultra Ball, be sure to have plenty of potions and at least 25 Ultra Balls. Right before you fight him, SAVE THE GAME because if you accidentally KO him you can't get him again.
The last one you can catch is Latias at level 30. You randomly run into Latias anywhere on the map. Be sure to have a Pokemon, like Wobbuffet, that does not let the wild Pokemon run away, cause Latias will run. After you run into Latias once, you can use the pokedex to find out which area he's in. You will need some Ultra Balls for Latias.
