NO! never! lubrication of any tensioner belts will eventuall cause corrosion/deteriation of the material then snap. No liquid of any kind should be placed on the belt. Of course water may happen to get on it from time to time pending on what you are doing but that's not bad.
I have put the new automatic tentioner on but, I can't seem to get the belt tight and keep the tentioner in its proper grooves.

there should be an automatic tentioner on the serp. if not look at the alt it will have slotted holes to loosen up
There is a diagram on the hood, to remove the belt look to the left behind the strut tower. There is a tentioner there and you release the tention by moving it with a wrench or socket.
