Well, I'm pretty much assuming here that you can, as they are called blunt papers - so to call them anything else would be a bit odd. Blunt doesn't necessarily mean joint. Some people (never met any mind you) supposedly buy these to make their own rolled cigars lol.
What you would call blunt wraps here in the UK we would call rolling papers and they can be purchased anywhere that sells cigarettes or tobacco. A good place to start is a newsagents.

L's are actually either large blunt papers, or any other over-sized rolling papers being rolled separately, then combined to literally look like the shape of an "L". Typically "L"s are spoken / rapped about in "urban" type cultures, & tend to be rolled with lower grade "fillers". i.e. you will not the sticky-ick in an "L". And frankly, most of the time, the kids rolling them have no idea what they are doing, & it ends up looking like a busted, broken, burrito. Stick with the glass! Cheers
